State legislatures are investing more in higher education, according to an annual study conducted by researchers at Illinois State University. 

In 2018-19 fiscal year, the investement in higher education rose by 3.7 percent, which continued a multiyear upward trend. Colorado and Washington D.C. saw funding increase by 12 percent and 11.7 percent, respectively. Only five states - Ohio, Alaska, Minnesota, Kentucky and South Carolina - reported decreases. South Carolina slashed its budget by 3.7 percent, the largest drop amongst any state.
